The article examines the essence of energy security as a system-forming factor in the development of the national economy of Tajikistan. It is noted that this process is conditioned by the development of evolutionary processes both in the fuel and energy complex system itself, and changes in internal and external environmental factors. Methodological approaches to the analysis of energy security are considered, the analysis of the situation in the fuel and energy complex and strategic development guidelines for Tajikistan are defined. The process of forming a system of indicators and methods for assessing the level of energy security is studied. Threats are identified and recommendations are proposed to improve the level of energy security in Tajikistan. The authors propose a conceptual model for organizing a system for detecting threats to energy security. It is a comparison of the current indicators of the energy system with the normalized ones, the imbalance of which helps to identify and analyze areas for surgical interventions in order to eliminate the causes that lead to a violation of energy security.
