The subject of the study of the proposed article is the process of production and dissemination of news at the time of an emergency, namely, the notification of a terrorist threat. The study raises the issue of the relationship and interaction of terrorism and the media, on the example of Ukrainian Radio news releases of the National Public Broadcasting Company of Ukraine. The process of disseminating of the information about the terrorist threat was analysed and there was recorded a tendency to oust other socially important news from the information space by reporting the terrorist threat during the emergency. The ability to displace socially significant news on a national scale with reports of a local terrorist threat was also noted. Terrorist threats have recently became much more real in Ukraine. Conflict in the east of the country, numerous fake mine reports, real terrorists with weapons and explosives on the streets of peaceful cities. Therefore, the media react much more intensely to repots of terrorist threats. On July 21, 2020, in Lutsk, a man seized and held a bus with hostages during the day. This situation will be the object of analysis in this article. On the example of this event and the information wave created by it, we will consider the possibilities of creating an algorithm for covering emergency news, which will allow a balance between the need for prompt coverage of an emergency event and coverage of other socially significant topics. As the level of terrorist threat in Ukraine is assessed in international rankings as "high", it is obvious that certain ethical principles of covering terrorist threats in the media need to be developed. The starting point for the formation of such principles, according to the author of this article, may be, in particular, the assessment of the appropriateness of the scale of such a threat and the extent of coverage of the audience by their media. Purpose of the article: to analyse the coverage of the terrorist threat (on the example of UA news: Ukrainian Radio), to demonstrate on a specific example how the message about the terrorist threat displaces other socially important news from the information field and to consider possibilities for creating an algorithm the need for prompt coverage of the emergency and coverage of other socially significant topics.
