The article considers the billboards and posters with public holidays as an instrument of interaction of the state apparatus with the citizens, to analyze their visual solution. Scientific novelty consists in an attempt to structure and distinguish the concept of "congratulatory social advertising", to determine its features. Conclusions: Despite the fact that the glamorous advertising of district, regional administrations, official state institutions is sometimes masked by advertising of a particular policy, in general, such a company helps the interaction of the state and the population, and the visual solution – the appeal to national motives, the exercise of national symbols – promotes Validation and National Identity.
