Raising capital to invest in economic development is a matter of concern for all provinces and cities in general and Bac Ninh in particular because this is the foundation, premise, and basis for creating conditions for growth and economic development. However, in recent years, despite the fact that Bac Ninh has attracted a large amount of capital to invest in the province and used it rather effectively, there remains a lot of issues, including the serious imbalance in the allocation of the capital in sectors; a failure in mobilizing capital from the residential areas; shortcomings in administrative reforms for greater investment attraction. In addition, some members of the party committee, authorities and public employees who work in the relevant investment departments are yet to fully comprehend the importance of investment capital while the quality of human resources in charge of investment projects has not kept up with the needs and demands of large corporations and companies. The paper focuses on summarizing and analyzing the situation of mobilizing and using investment capital for economic development in Bac Ninh in the period of 2008-2018, thereby proposing solutions to increase the mobilization and effective and sustainable usage of investment capital for the province’s economic development.
