The development of business aviation in Russia is directly related to the availability of special airport infrastructure that affects the flight safety and ground handling quality for business flights. The stable demand for business flights contributed to the construction new Business Aviation Centers commissioning mostly in the airports of Moscow and St. Petersburg airports. The main constraints of airport ground handling infrastructure and business flights ground handling development are the requirements of Russian Federation legal acts and the lack of investor interest.
