The scientific article analyzes the priority principles of civil society in Ukraine, and also focuses on the factors of the need to improve these principles and institutions of civil society in general. In addition, foreign and domestic experience is studied, as well as research of scientists on this issue, the experience of effective interaction in European countries between the state and civil society is analyzed. The main tasks set for Ukraine to establish the foundations of civil society are considered, and the problems and shortcomings of the current legislation in the context of regulating civil society institutions and ways to solve them are analyzed. The scientific article attempts to analyze the theoretical foundations of effective civil society in Ukraine on the basis of dialogue and national consolidation in the context of foreign and domestic experience, as well as considers the factors of the establishment of civil society in our country and the main tasks set for Ukraine in the context of the post-crisis model of development in order to establish at the legislative level the foundations of civil society as a guarantee of democratic development. The peculiarities of the functions of civil society in Europe are studied and the problems of functioning of modern European civil society are clarified. It is analyzed what changes need to be made to the Constitution of Ukraine in terms of supplementing the expansion of the rights and opportunities of civil society organizations and their members. The article presents the problems of formation and further development of civil society, the activities of public organizations in the process of privatization and market conditions, the impact on the democratization of the country and more. The main factors influencing the effectiveness of civil society development in European countries have been clarified, with the possibility of further application of the experience for Ukraine.
