The approachusedisanormativejuridicalapproachandsupportedbyanempirical juridicalapproach.Thedatasourcesusedaresecondarydatawithdatacollection techniquesintheformof documentstudiesandfieldstudiesthrough interviews.Then the data is analyzed qualitatively and described indescriptiveanalytical form.
