The reform of local self-government and administrative-territorial structure can be considered as one of the most successful in Ukraine. Decentralization has been a central topic in the debate on governance worldwide. Its paramount importance in the context of transition to democracy became the starting point of the deliberations, the use of the subsidiary approach; the increase of financial capacity and the involvement of the public in decision-making as well as management have become significant factors of development. The study of the specifics of the reform within Chernivtsi region is imperative for understanding and planning further steps in the development of decentralization processes within the region, analyzing positive trends and potential problems.
