The article considers the conditions for the development of science and entrepreneurship in the Krasnodar Territory. The reasons for why the results of research work in most universities and research institutes are being patented are being studied, but they are almost not involved in economic turnover. The objectives of the advisory council of the Krasnodar Territory are listed. The sources of financing of internal expenditures for research and development in the Krasnodar Territory, as well as the main indicators characterizing the state and level of development of the scientific and innovative potential of the region, were also studied. s a result, we found that a significant obstacle to the transition of development from the laboratory to business is the problem of manufacturing prototypes of technical products. Without an operational prototype, it is almost impossible to switch to productive negotiations with an investor, but the developer does not always have his own resources and other resources, including information, which would be sufficient for the production and testing of the prototype. Thus, there is a vicious circle, which at the system level has not yet been broken. We propose that the interaction of science and business includes a power that fulfills the function of an information catalyst. Thus, in order to improve the innovative climate, the classical model of the triple helix “government-business-science".
