The article considers the problems of innovative development as a multistage process. The results of the implementation of the stages of the innovation process have different degrees of certainty, functionality and interconnectedness. It is necessary to systematize the constraints at each stage of the creation of a new product or service, which allows you to determine the level of risk and the status of any innovative project
