The objective of this study is to increase community participation by developing a 5-pillar empowerment strategy in Pepedan village, Moga sub-district, Pemalang regency. These policies include education, health, economy, environment and Pancasila ideology. Field observations, interviews, pre-test, socialization and post-test served as the research methods. The results showed an improvement in community participation by 15.25, 9.54, 48.2, 35.7 and 38.12% in education, health, economic, environmental and the Pancasila ideology frameworks, respectively.
