Topicality. The relevance of the study of the content and criteria for determining the environmental potential of strategic transformations, in particular, in the field of energy conservation is due to the fact that in the current asymmetry between socio-economic and environmental components of social development, the goals of modern development strategies growth and social justice, but also improving the environmental situation.Aim and tasks. The purpose of the article is to develop a scientific and methodological approach to determining the environmental potential of the Energy Strategy of Ukraine until 2035.Research results. On the basis of resource, target and competence approaches the content of the concept of "environmental potential" and some terminological constructions formed with its help are considered. They can be supplemented by a conceptual and categorical apparatus of energy saving. The expediency of determining the environmental potential of strategies in various spheres of social production is proved. One of the side effects of its rapid development is excessive consumption of fuel and energy resources and disruption of the planet's heat balance due to "carbon" pollution. The effect of using the environmental potential of energy saving depends on the availability of clearly defined strategic guidelines for further development. The criterion for the effectiveness of the use of the environmental potential of the energy strategy is the averted ecological and economic damage from the reduction of carbon dioxide emissions. It is estimated that in achieving the energy saving targets set in the Energy Strategy of Ukraine until 2035, the reduction of CO2 emissions will ensure averted economic and environmental damage at the level of 14.635 billion dollars. USA.Conclusion. The article analyzes the theoretical and methodological approaches to defining the conceptual and categorical apparatus of energy conservation, which proved that the existing definitions in the form of terminological phrases based on the concept of "potential" are considered by researchers in the context of resource, target and competence scientific paradigms without taking into account environmental factors. Given the ecological and economic nature of energy saving, the author's interpretations of the categories "environmental potential of energy saving" and "environmental potential of energy strategy", the criterion for assessing the effectiveness of which can be averted environmental and economic damage from reducing carbon emissions. It is substantiated that the environmental potential of energy saving, that is the ability of measures aimed at solving energy saving problems, as a result of which the corresponding ecological effect should be obtained, should be considered as an objective indicator of the possibility of achieving the targets of the Energy Strategy of Ukraine.
