The agreements signed between the Ministry of Internal Affairs and the Patriarchate of the Romanian Orthodox Church to establish measures for the Easter Holidays in 2020, during the state of emergency, concern the collaboration between a public authority and a religious cult on religious services, in order to exercise freedom of religion. Although they don't aim at providing a public service, but at a private one, ie the religious service, they represent administrative contracts, pursuing the public interest of defending public health. Therefore, they should be considered unnamed and atypical administrative contracts.
