The article asserts that the likelihood of success in terms of the prevention of extremism amongst youth is largely dependent on the accurate identification of the signs of extremism in both legal and socio-philosophical contexts. The article analyzes the dispositions of Federal Law No. 114 “On Countering Extremist Activities”, which contain semantic uncertainty that generates arbitrary interpretations, and likewise provokes judicial decisions that cause a negative reaction amongst the public. The article substantiates the relevance of eliminating the existing semantic problems associated with the interpretation of the glossary item “extremism”, and proposes a logical and methodological approach to solving this problem.
