Communication culture coding is one of the security processes for documents or messages that are confidential within the Navy. Through participant observation research, researchers found the fact that; (1). In the operation of coding operations today it is deemed necessary to optimize both the quality and quantity of manning personnel, coding organizations, the coding equipment used and the facilities and infrastructure in accordance with the demands of the development of the Navy organization both at the level of Pendirat or KRI. (2). External factors and internal factors greatly influence the implementation of optimization of encryption within the Navy, so that the Navy is deemed necessary to cooperate with the State Coding Agency and the TNI Strategic Intelligence Agency as well as the Army AD coding as well as the Air Force coding (3). Coding Communication Culture, can be used as a tool of national unity and unity, and avoid conflicts between groups. Thus the Indonesian Navy's encoding communication culture is a symbolic communication model that needs to be preserved and can be an example of effective communication for national unity because it reduces disputes and differences of opinion due to the influence of hoaxes.
