
THE RECOVERY OF THE TOURISM INDUSTRY IN BALI PROVINCE THROUGH THE PENTA-HELIX COLLABORATION STRATEGY IN THE NEW NORMAL ERA

Tourism is a leading sector that makes an important contribution to regional economic growth in the Province of Bali. During the global COVID-19 pandemic, Bali tourism experienced a very drastic decline. The COVID-19 pandemic has an impact on all industries, including the tourism industry. This study aims to formulate a recovery strategy for the tourism industry in Bali Province in the short, medium and long term, in the New Normal Era. The type of data that will be used is perception data and existing data so that the analytical method used in this study is a quantitative approach in the form of descriptive qualitative and SWOT. Based on the results of data analysis, it can be concluded that each penta-helix element plays an important role in efforts to recover Bali tourism in the new normal era according to its authority and capability. Strategies/policies that are considered as short-term priorities are the provision of subsidized interest and credit restructuring. Meanwhile, what is considered a priority for the medium term is the organization of international events as well as training and internship cooperation for tourism human resources and the creative economy. The penta-helix element generally considers strengthening access and strengthening attractions as long-term priorities.
