Unej Mengajar focuses to develop education, literacy and economics. The movement was initiated by Jember University’s students to solve some problems in Jember’s society. This research was aimed to exploring and describing what are Unej Mengajar steps and solutions in improving the quality of human resources in the retarded area of Jember. The subjects were the administrators of Unej Mengajar, and the targeted community were chosen by stratified random sampling technique. Data were collected through documentation, participatory observation, and in-depth interviews. Miles & Huberman technique was used to analyze the data; data condensation, data display, and conclusion drawing. The results showed that Unej Mengajar used ethnography and participatory approaches to identify and analyze the needs of community. They formulated the program that is transformed into three main developmental activities: SP & SV (education), Literacy (literacy), and Entrepreneurship (economics). Volunteers were recruited without any rejection, but quality control (QC).
