Planners attempting to influence the course of a country'sagricultural development can expect to confront a wide variety ofproblems which are diffi¬cult, perhaps impossible, to formalize. Many ofthese will involve the most significant decisions in determining aneffective sectoral growth strategy. Ex¬amples that come readily to mindfor agriculture include the asessment of the optimal level of resourcesto be devoted to research and extension activities, the development ofviable credit and marketing institutions, provisions for produc¬tiveland tenure arrangements, etc.
