The purpose of the following discussion is threefold: toconsider whether or not rapid population growth is an impediment toeconomic development in Pakistan; to assess the impact of alternativechanges in population growth on the size and composition of nationaldevelopment plans; to consider means of manipulating population size andgrowth. Under the last group of problems, questions will be asked aboutthe effectiveness of a government-directed family planning programme. Isa national population-policy a feasible operation at all?
