
Challenges for Youth Employment in Pakistan: Are They Youth-Specific?

This paper analyses the patterns of and the challenges foryouth employment in Pakistan, and examines whether these challenges areyouth-specific. Using the 2005-2006 Labour Force Survey (LFS), theanalysis includes determinants of unemployment, determinants of workingin the formal sector, rate of return on education, and determinants ofworking hours. The paper finds that many of the challenges to youthemployment in Pakistan are not youth-specific. Policies should thusemphasise broader labour market reforms, even in the context of tacklingyouth employment issues. Still, some challenges are youth-specific, suchas a higher youth unemployment rate and insufficient returns tobetter-educated youth. To address these challenges, more youth-specificinterventions are needed.
