‘The Evolution of Development Policy: A Reinterpretation’ byS. N. Haider Naqvi is an excellent and timely discourse on developmentparadigms. The author lucidly traces evolution of different developmentparadigms and in the process not only thoroughly explains, what eachparadigm stands but also critically evaluates each paradigm. The book isorganised into seven parts. Part I, comprising ‘preliminaries’ gives anoverview of the evolution of thinking on development policy. Theanalytical framework highlights the faults in the structure ofdevelopment policy. To set the framework for analysing developmentpolicy, the book argues that an evolutionary perspective on developmentpolicy should be examined under three paradigms: traditional developmentparadigm; the liberalist paradigm and the human development paradigm.The author takes pains to describe various important aspects of thisframework. The author also argues that some aspects of the traditionaldevelopment paradigm have been misunderstood and in the processelucidate the subject.
