In the basic needs literature remarkably little criticalattention has been devoted to the role of labour. In this paper theprevailing dominant approach to the notion of basic needs and the basicneeds 'strategy' of development is criticised, primarily for neglectinghuman labour as a central, integrating life activity. It is argued thattwo alternative 'visions' of development exist which imply differentperspectives on 'employment'. The paper then considers what should bethe crucial elements in the nature and division of labour for ahumanistic strategy of development, and concludes by proposing areorientation of employment data collection.
