Development of agriculture is receiving considerable attentionnowadays, especially in the developing countries. With increasedemphasis on agricultural development, numerous publications and writingsfocusing on overall strategies and policies for helping agriculture todevelop, or emphasizing on various specific and socio-economic andtechnical aspects have appeared. It is now realized that in order toaccelerate the pace of transforming traditional agri¬culture, new farminputs, technological innovations and their diffusion among farmers mustbe stepped up. Also, institution building is now recognized as importantfor rapid agricultural development. It requires making presentorganizations more effective and creating new ones, in order to respondto the ever increasing and changing requirements of the agriculturalsector.
