According to the authors the purpose of the manual underreview is "to offer health planners and administrators a set ofprocedure for managing—that is planning and carrying out healthprojects." They define a health project as "temporary intensive effortto set up and put into operation a new or revised service (or program)that will, it is believed, result in the reduction of specific healthand health related problems." This review will keep the purpose and the•definition, as given by the authors, under constant reference whilepointing out the strengths and weaknesses of the manual.
