This study reviews three key government educational policy documents that guide activities and programs to reduce low literacy and academic achievement in primary schools in Malawi and their impact on funding of school libraries in Malawi. Educational experts were consulted to help select key documents that help them make decisions and identify document aspects that affect funding of school libraries.
