The authors provide a critical overview of the Atlantic Accord signed on Feb II, 1985 by the Government of Canada and the Government of Newfoundland. The paper was written prior to the introduction of the implementing legislation but nonetheless provides a critique of the underpinning upon which the legislation will rest.
