At a turn of the 20th and 21st centuries, with updating of a problem of improvement of theoretical bases of safety of Russia of the Post-Soviet period in the conditions of transition to market economic model of managing and new forms of government there was a need for formation and formation of the new direction for the general science about management in social and economic systems which received the name "general theory of stability of development of social and economic systems".
