The research of specifics of state planning in the transport sphere at the present stage is conducted. Content of strategic planning and its target purpose as difficult legal phenomenon is disclosed, connection of planning with forecasting is defined. Special attention is paid to the analysis of the innovations in the field of state planning consisting in development of pilot programs, use of road mapping as one effective methods of planning, application in activity of governing bodies of transport of such instrument of short-term planning as the public declaration.
