The concept of the goal is determined by the conscious formation of guidelines that are laid on the basis of knowledge, experience and needs of the individual. The author analyzes the purposes of exceptions through the prism of the mechanism of legal regulation, which indicates that exceptions are the means of legal impact on social relations expressed in the rules of law.
