The article is devoted to the normative framework for the activities of the search-and-surveillance service of the Russian Empire in the late XIX - early XX century, which so far have not received adequate coverage in the historical and legal literature. Normative acts regulating staffing and material support, as well as professional training of the search-and-surveillance service in the Russian Empire are analyzed.
