A high level of socio-economic development of the regions is the foundation of the national economy and serves as its driver, since without the necessary economic support it is not possible to ensure the full functioning of society, its socio-political and national stability. Recently, the regions of Russia have been functioning in new economic conditions, due to the aggravation of the foreign policy situation and the increase in sanctions pressure. Moreover, the "new economic conditions" have led to global changes and introduced an imbalance in the economic development of the regions and the country as a whole, accelerating asymmetric development, economic stratification and social tensions. Modern tools and methods for diagnosing the level of development of regions allow, from all their diversity, to choose those that are most acceptable for a particular region, and their effective values will be very informative, useful and objective.
