Today, strategic planning plays an important role not only in the system of general management, but also in state and municipal management. Strategic planning is implemented in particular in the development and implementation of strategic documents. The main strategic documents include the strategy of socio-economic development (federation, region, municipality). Despite the fact that the strategy should be a dynamic document that allows, and sometimes requires changes, we note the need to define its clear conceptual foundations, including a set of effective strategic planning tools.
