The current legal policy of Russia regarding the use of electronic means of identification is quite authoritarian. It is natural that Russian society does not fully share the initiative of the authorities to digitize personal data due to various concerns. These concerns include, first of all, insufficient security of the data warehouse, as well as mandatory state interference in personal life and the use of personal data without the consent of the owner. Citizens who do not agree with the authoritarian legal policy make attempts to refuse registration in the identification systems. The purpose of this article is to determine whether such a refusal is possible in practice.
