In this article, based on the analysis of V. F. Deryuzhinsky's works, the relevance of His political and legal views on the activities of civil society structures in the field of charity is substantiated. The Charter of the don guardianship of 1871 is also considered as an example of a public organization that was engaged in providing assistance to people in need.
