Now in Ukraine there is a breakdown of the established system ofinterrelations between the authorities and the public, which gives a powerful impetus to search of new models of interaction and active involvement into decision-making processes on the local development of socially active citizens and social strata, public associations, etc.In this context, the question of analysis of successful models of “authorities-public” interaction is extremely important in order to provide local government with the conditions for real participation of the population in formation and implementation of policies, primarily aimed at the effective use of budget funds, the solution of local problems, etc.The article deals with the issues of development of public relations socialinstitution that is new for the Ukrainian society, public authorities and local self-government. On the example of Warsaw, the capital of the Republic of Poland, the institutional models of communicative interaction with the public are analyzed: providing for communication with the citizens and creating the conditions for their real participation in solving local problems. On this basis, the factors that lead to socio-political tension are ascertained; the measures to increase the confidence inthe authorities of different levels are proposed.
