Ecological Well-Being: Goal and Means of its Attaining

The subject of the research is guaranteeing of ecological ecosystem well-being as a basic constituent of population quality of life through the country ecological system analyses in correlation with the economic growth dynamics and its impact on spatial development. The importance of the research is determined by the tasks raised by the May President of the RF Decree for Russia to join the top five major world economies. The purpose of the work is to determine the role of the ecological component in the environment and population health preservation in the key national problem to accelerate Russian economy growth. Basing on theoretical concepts application, the Russian and overseas scientists’ research results, official information and expert judgments, the author considers economic growth modeling features, as well as novelties in methodology and practice of long-term forecasting for the dynamics of national economy development. The author also analyses the measures taken by the Government of the Russian Federation in order to improve nature conservation activity and to stabilize the ecological situation in the country. It is concluded that owning to the great importance of the issues under consideration, namely, the state of the environment and unsatisfactory ecological situation in some of the Russian territories it is necessary to take into account more the impact of the factors that complicate the economy and population vital functioning and influence negatively the ecological situation in the regions. The proposals on special economic instruments adaptation for ecological situation regulation formulated in the article can be used in the regions while working on strategic planning documents projects and for practical application propositions substantiation for the utilization of the best domestic and foreign practices in the protection of the environment.
