The subject of the research is territorial systems of public services efficiency in the context of current growth of social developmental tasks role. Until recent times, the solution of the problem was being searched within the cost approach where monetary performance indicators of production systems are used as criteria of assessment that direct them in the first place towards increase of capital, capitalization, often to the detriment of social development and of accomplishment of production social tasks. Production systems social significance growth conditioned in many respects by the growth of human factor and intellectual labor importance in the process of production determines the urgency of the efficiency assessment both from economic (cost) and social (public) point of view. In the article, the author by the example of territorial systems of public services and using a systems approach suggests a comprehensive method of production systems efficiency assessment. The purpose of the article is to ground the advisability and develop methods of resource targeted approach to territorial public services systems efficiency assessment. Methods of determining of the efficiency of their activity aimed at attaining of economic, social, scientific and technical, as well as environmental development goals are proposed. It is concluded that comprehensive efficiency assessment of territorial systems of public services that uses methods of cost and resource targeted approaches allows to determine the direction and recourses of their development within the framework of creating highly productive, export-oriented sector of economy of the country.
