The article, based on the materials of the Tobolsk Diocesan News, reveals the content of the discourse of the imperial incorporation of Western Siberia in the program publications of the parish press of the 1880s. The main publications representing the ideas of the clergy about the key problems of the religious life of the region, the possibilities of influencing the flock, options for collaboration with the state on the implementation of strategies and practices of Rus-sification and confessional unification of the population are identified.
