The article represents the modern understanding of “empire” as a category, examines the essence of integration of remote areas with the Russian state as a realization of the marginal policy’s doctrine. It has been stated that the extrapolation of the scenario in Imperial policy in Eastern Asia at the turn of 19-20 cc. has become a real example of usage Manchuria’s territory factor by Russia in the Far Eastern policy. Therefore, the author succeeded in concluding that the phenomenon of empire has become the factor of regional order and guarantee of stability in the region.
