В процессе осуществления государственных закупок государственные органы часто сталкиваются с множеством проблем, одной из которых является повышение объективности отбора исполнителей при закупках работ (услуг) для обеспечения государственных и муниципальных нужд, что может быть эффективно реализовано путем предложенной в статье процедуры оценки заявок на основе нестоимостных критериев при проведении конкурентных процедур. Рассмотрены нестоимостные критерии, используемые при закупках работ (услуг) в сфере образования, и практика их применения в 2020 году. Также в работе сформулированы практические рекомендации по алгоритмам расчета показателей нестоимостных критериев оценки, которые обеспечивают прозрачность процедуры закупки и повышают объективность оценки заявок. In the process of public procurement, public authorities often face many problems, one of which is to increase the objectivity of the selection of performers in the procurement of works (services) to meet state and municipal needs, which can be effectively implemented through the procedure proposed in the article for evaluating bids on the basis of non-value criteria in conducting competitive procedures. Non-value criteria used in the procurement of works (services) in the field of education and the practice of their application in 2020 are considered. The work also makes practical recommendations on algorithms for calculating indicators of non-value evaluation criteria, which ensure transparency of the procurement procedure and increase the objectivity of the evaluation of bids.
