The article is devoted to the topic of efficiency of the government investments. There are analyzed five top-priority directions of state policy in the area of culture. There are considered the development stages of target programmes. There are presented definitions of the concepts of social return and social efficiency of budget investments, as well as there is presented the calculation formula of economic efficiency of social investments.
