The article explains the concept of “Electronic Library System” (ELS), the peculiarities of its distribution model and services, tasks to be performed in the terms of development of e-publishing in Research and Education spheres. There are described the peculiarities of normative regulation of the ELS and its development issues at the modern stage. The author presents the ELS as the source of innovative changes in the book publishing sphere.
