In this paper, the author argues thatNATO's decision to bomb Yugoslaviawas and is short-sighted. Citing a lack ofhistorical awareness on the part of Westerndecision makers, he relies heavily onthe work of psychodynamics theoristJoseph Montville in proposing that abetter understanding of "the mind ofSerbia" would lead us to recognize thefolly of our strategy. More specifically,the author contends that our bombing isbut part of a cycle that is bound to spawnnew rounds of aggression. The authoralso articuIates six key components of analternative approach. Here, he attemptsto address the question of how we mightuse non-violent means to prevent the lossof life in the short term and, at the sametime, begin the task of building a sustainable,long-term peace.
