Afghanistan holds all the refugeerecords, both good and bad. However, asthe remaining refugees enter their twentiethyear in exile, international supportfor finding a solution to their predicamentappears to be dwindling as theTaliban consolidate their hold on Afghanistan while simultaneously alienatingmuch of the outside world. Because ofinsufficient funding, United NationsHigh Commissioner for Refugees(UNHCR) has had to curtail voluntaryrepatriation programs in 1998 and reportsa bleak outlook for 1999.
