This paper argues that distinct patternsof managing human displacement haveemerged since the end of the Cold War.Using the case of Somali refugees inKenya, the author illustrates what someof these strategies are: the deployment of"preventive zones" on the Somalianside of the border; the designation ofprima facie refugee status which restrictsSomali refugees to camps, andthe reduction of opportunities for resettlementabroad. All of these serve to regionalizedisplacement in camps, for themost part, without providing a sustainablesolution to the social and politicalcrisis at hand.
