This paper evaluates the functions andservice delivery of NGOs for immigrantsin Australia. It argues that theradical economic restructuring inWestern nations has been characterisedby massive processes of deinstitutionalisationand decentralisation,with an associated move towards privatisationand the targeting of disadvantagedgroups. This has led to asignificant reliance on the voluntarysector to assist in the provision of settlementservices for immigrant groups. Asresult in most immigrant receiving nationsthe use of NGOs as an extension ofthe state is common.
