The author draws on international treatiesto argue that the provision of immigrantand refugee settlement servicesare human rights obligations. Therefore,services such as primary healthcare, food, education and housing areminimum core obligations that shouldbe available to newcomers without discrimination.The implications of thisposition for advocacy initiatives aresubstantial. Instead of pleading for servicesfrom governments, activists, supportedby international committees,would hold governments accountablefor implementing international humanrights treaties.
