The authors were asked to consider the bestmeans for international administration ofthe proposed reformed system of internationalrefugee protection. They suggestthat the UNHCR, in its present form,would not be able to administer the proposedsystem. They explore the possibleshape of a successor organization, perhapsa revamped UNHCR, with secured levelsof funding, a greater vesting of authorityin regional bodies and an enhanced role fornon-state actors, which would actively engagein refugee determination and allocationof responsibility for temporaryprotection among states. This is a substantiallyabbreviated version of the authors'original work.
