The abstract justified the need to develop the theory of implementation of the Chinese railway initiative "One Belt, One Road" (OPOP) on Russian territory, focused on the docking of Chinese socialism and modern Russian capitalism. It is shown that the introduction of control, blocking corruption and managing costs in the process of construction of railway and related facilities, will have an impact on the economic efficiency of the construction of OPOP. In order to carry out control, it is necessary to digitize the construction processes, by forming an informational regulatory and legislative framework. It is recognized that the Chinese initiative of the OPOP was a continuation of the Tsar's Russian multi-year strategy, announced in 1891.
