The structure of information streams defines the social-psychological atmosphere in a district, a city or a region. The main data carrier are people. Thus, the structure and intensity of flows of people is a defining factor of a social-psychological background for development of territories. A set of historical examples prove it. Will depression, or growth and development reign in the territory? Will the development have a sequenced character, or will criminal tendencies start to prevail?
